Children & Young People Needs Assessment 2008

The Needs Assessment forms the basis for identifying and deciding the priorities that will help to improve the five outcomes in the Every Child Matters: Change for Children Programme (ECM:CfC): Be Healthy, Stay Safe, Enjoy & Achieve, Make a Positive Contribution and Achieve Economic Well-Being.

The majority of issues identified in this report are characterised by inequality of opportunities and outcomes, i.e. those living in poverty and/or deprivation face fewer opportunities and worse outcomes than those who do not live in poverty and/or deprivation.

The following four identified themes, if addressed, have the potential to satisfy unmet needs within the community, and generally improve the life chances and opportunities of all children and young people in South Gloucestershire.

These key themes and their related issues are all interrelated.  As well as these four themes being connected, links also exist between each of these themes and one or more of the five ECM:CfC outcomes.
