The outcomes based approach relies on a sequential approach based on a focus on trend data on current performance. It is intended to be a process, which takes at most an hour, to establish priorities using the knowledge and expertise of partners.

The improving outcomes template requires completion utilising the terminology and its definition.  NB It may be necessary to work through 2 and 3 at the same time.

1. What outcome are we trying to achieve?

• What is wrong or needs to be changed for the group?
• What would good look like for this group/community?

2. Current performance 

• How we are currently doing – what is the trend?
• Identify any different trends for specific groups – more able, LAC, or in different localities
• Assess the current performance – use your judgement informed by Ofsted grade descriptors where available

3. Indicators - data to measure the outcome

• Identify the current key performance measures for the outcome
• Identify any other indicators which will help assess performance
• Consider your performance measures in relation to groups vulnerable to underachievement of this measure
• Consider your performance measures in relation to a locality

4. Story behind the baseline

• What causes and forces are influencing the current performance?
• What are the big issues?

5. Outcome Improvement Targets

• Consider any current targets – are they sufficiently challenging?  Are they statutory or part of an agreement (LAA)?
• Can you set a target for any new measures you have proposed?

6. What is currently working?

• What is working and what is the evidence for that.
• Of what we decided to do last year what has been effective?

7. Ideas for improvement

• What do we know works well elsewhere?
• What could work to do it better here?
• Any no-cost/low cost ideas.

8. Partners

• Which partners have a key role to play?
• Are there any new ones

9. Engagement of children and young people

• What arrangements are in place for engaging children and young people and seeking their views?
• What evidence is there for the impact of this?
• How have you fed back to children and young people the difference their views have made?
• How have you improved services for specific groups of children and young people in response to their views?
• How are you intending to engage with them over the span of the plan?
